So i Saw This is Someone's Blog to RESTART Your Pc, so i did that and it fixed my 3102 Error.
So try it and see if it Fixes your 3102 Error.
of course this is just a fix for us, but i hope SE resolves the problem.
Some people have reported this it resolves on its own after a little while, but your suggestion is quite valid. Wish people would retry and restart or give it 5 before posting how it is broken and then they fade away and never say if they got it working or how.
restart did NOT work for us, been 2 hours no so we waited too.
:l Strange, i waited about an hour and a half, then saw a post about restarting so i tried to log in and it did not work i still had 3102 error, so i restarted my pc and then tried again to log in and it worked for me.

Had this one just now.. usually after 90002 or 90006 hard dc the harder the dc the longer it takes...
usually it goes from about 60 seconds easy too almost 3-5 min it's however long the server takes to figure you are not there anymore.. which is why log out log back in is a go to for vets of the system.
last time I had this happen took like 2min to clear before I could get back in

This is how I fixed it.
Log into mogstation, add the software token if you can. If you already have it, remove it, and then add it again.
Adding the software token forces all account services to log out. If that doesn't work, try changing your password too.

i'm still having issues with this. its so annoying. restarting steam doesn't help. removing token doesn't work too >.>
im a lil tired with how long it takes for you to get kicked...other than that i dont mind the error.
