Incident 1: Continued to search for the suspected thief, and rumors circulated that the culprit in question fled Kugane in the night by way of the Ruby Sea. Assuming the culprit paid the tithe for transport overnight, the suspect is likely in Yanxia at this time. This was corroborated with various dock workers that had spotted the man that matched the description. Logged the report along with the culprit's description for further investigation by other entities

Action Plan: Will continue vigil in case culprit returns to Kugane.
