They didn't make it a trait yet. Speed definitely was Monk's ruling identity for awhile, until complaints about NIN being too easy started the power creep and added positionals too it, which also meant more power and speed. Well you know the rest. Still, it has one the coolest storylines(PUG) among the melee jobs. An Old man finding his mojo again and kicking ass. You can't nerf that.
I love the concept of monk, it is Ember's canonical job and I really enjoyed it in ARR and HW, and really appreciated the story in Stormblood. It is definitely having an identity crisis, and I am interested in seeing what will happen to it in 5.4.
