I've encountered seagulls 3 times while ocean fishing now, but my achievement counter is still sitting at 1/3. I'm confused, and I am wondering what the trick is to this.

The most recent NPC text from the seagull encounter was this: "There's a whole flock of gulls here! The water must be churnin' with big ol' fish!"

After he said that the seagulls flew by, but it didn't seem to register with my counter. I'm wondering what I am missing here.
