TO GET CHOCOBO YOU NEED:
-Join one of three Grand Company(Storyline lvl20)
-Complete "My Little Chocobo" quest get from Grand Company building
-Feed them, and it will follow you forever

TO GET FLYING CHOCOBO:
-Heavensward expansion required
-Need to complete storyline "Where the Chocobos Roam"
-Complete "I Believe I Can Fly" quest at Foundation
-Need to attune all the Aether Currents in that zone.
