Precision hookset, but a long wait precision hookset. All short ones were Hard Candy, Abyssal Snail, etc. Long wait Precision Hookset was the eel every time. Was using Fruit Worm.

Going off the other comments, (31 , 13) with versatile lure worked the best for me. Got as many eels as I needed in a few minutes.

Vy Ty Midgardsormr [Aether]

Lakeland (31.5, 13.3) - the lower level (if you're like me and were confused why you couldn't cast your line from the higher level)
FSH lvl 73, all Landking gear
I started with fruit worm (which you can buy in the Crystarium and various other places around Norvrandt), switched to versatile lure for a while, then back to fruit worm. It seemed much easier to catch them during the day; after it flipped over to night, I started catching a whole lot of other random things. But I did get my last one while it was nighttime.
No Snagging or Patience or anything - just normal casting.
(And make sure to unlock the delivery from Frithrik first!)

Cinna Froste Midgardsormr [Aether]

To reiterate what Michiyo Yoshizawa said earlier. I have a very strong suspicion that this eel will simply not show up unless you've started the Crystarium Fishing Facet quests. I didn't realize this, and burned a good three hours with nothing. I have EW fishing gear now, and some ! fishes still got away - I think that was the game not allowing me to catch the eel until I started the quest line. Once I did start the quest line, I came back, and caught one within about a minute.

It's not time restricted at all, Fruit Worm, Lakeland, Rift of Sighs. If you don't land it then RNG is screwing you. I landed them equally at day and night.

Leemon Orlandue Kujata [Elemental]

I only managed to catch these using the Versatile lure instead of the Fruit Worm. It might've just been RNG hating me, but if you're not having any luck like I was, just go with the vers lure.

Raven Vetrarins Leviathan [Primal]

As of 6.0, just catching the fish is enough for Crystarium Facet quests. Size doesn't impact rewards, so Patience is no longer needed.

Paya Papaya Cactuar [Aether]

Caught all 6 in about 15 casts. Fruit Worm, Patience 2, Precision hookset, no snagging, 8-10AM Eorzea time, cloudy for part of it, sunny for the rest. I got one about every other cast.

Narah Jenarah Balmung [Crystal]

If u can't catch it, don't be like me catch all day all night but got nothing.
Remember to unlock Crystarium Deliveries "Well Eel Be Damned" first.

The rate might be lower but they look to be available at night. Caught one HQ at 11:40ish PM ET at Rift of Sighs

What others have said seems to be correct. Can't catch at night, use fruit worm, etc. I did notice a greater catch rate between 6 and 7pm, but that could have been coincidence.

Caught mine where Professor Ivy said with fruit worm, caught them during the day, fair skies without patience for HQ, could not catch any at night though.
