So I found a great spot! getting 100% catch rate. Get your lugworm, and port to Horizon in Western Thanalan... Wait Thanalan??? Yup, go to the silver bazaar docks, (all the way south) and catch them all. Not sure if its the Lugworm in that area is the only bait affixed to the Anchovy or what but every zone in Lominsa i tried was pulling everything else. I went to Thanalan and all you can eat anchovies.

Easiest spot for me was in Middle La Noscea, X: 19.8 Y: 23.4.

Agreed that these are a pain to catch for the first quest..I got 5 levels in Limsa's Lower Decks without catching any.
