It appeared outside of the map to me too. For A Crate-ful Response and Wind From their Sails you have to effectively TP there.

Accept the quest. Behind Fyuu is Pahh, who will 'give you an elbst'. Really he just sends you to the ship.
His position is: Western La Noscea ( 16.7 , 21.8 ) Z: 0.0

Both quests will load when you arrive. You can leave by returning to the door you arrived at and clicking to exit. Back before the new expansions flying and swimming wasn't possible (I think?) so I think that's why.
