Hotbars can be shared with all classes and jobs. To make hotbars shared, select System > Character Configuration > Hotbar Settings > Sharing tab, and then check the box next to the hotbar you wish to share.
Shared hotbars are particularly useful for frequently used actions regardless of the class/job such as Teleport or Return as well as emotes and mounts. Having them on a shared hotbar saves you the trouble of assigning the same action to a hotbar over and over again, and if you decide to change any action on the hotbar, you only need to make the change once.
* You can also make cross hotbars shared in the same window.
